Council's dilemma is an ability word for voting cards. Every player votes, and the effect is built from the full tally.

How it works

• A council's dilemma card lists two choices. Each player, in turn order, votes for one of them.
• The card's effect happens for each vote of each kind, so all votes matter, not just the majority.

Rules notes

• Council's dilemma differs from a simple "the choice with the most votes wins" vote: every vote contributes to the outcome.
• It is a political mechanic built for multiplayer games such as Commander.
