Synergy means cards support the same plan or make the same deck resources more useful. A card can be individually powerful without being especially connected to the rest of the deck.

An EDHREC synergy percentage is a comparison signal: it says a card appears with this commander more often than its broader play rate would suggest. It is not a probability, a power score, or proof that two cards interact. The builder uses it for discovery and labels the source; it does not use synergy as a structural gate.
